Amazon Seller Briefing: October 23, 2026
CPSC recalled two Amazon-sold toys with reachable button cells on October 22, 2026 and flagged two more; New Selection Program enrollment is due October 31.
Good morning, sellers! Welcome to October 23, 2026's edition. Today: the CPSC recalled two light-up toys sold on Amazon over children being able to reach their button cell batteries, and warned consumers about two more Amazon-sold products whose sellers did not answer it. The New Selection Program enrollment date is also eight days out. Let's dive in…
Data gathered at 6:30 AM ET, October 23, 2026.
No new Seller Central fee or Amazon Ads change was verifiable this morning. The Amazon news page carried nothing seller-facing for October 21-23, 2026.
1. Top Story of the Day
CPSC recalls two Amazon-sold light-up toys and names two more Amazon-sold products whose sellers would not recall
What happened: On October 22, 2026, the CPSC posted five recalls and three product safety warnings. Two of the recalls are toys sold on Amazon that break the mandatory toy standard because children can easily reach the button cell batteries:
- BAMAMON LED Projecting Finger Light Toys (recall 27-042): about 6,533 units, sold on Amazon.com from March 2025 through August 2026 for about $13-14. The importer is Shenzhen Maiduoduo Trading Technology Co., Ltd., dba Bamamon, of China. Consumers get a refund after emailing a photo of the product being thrown away.
- CIYTI Light-Up Princess Costumes (recall 27-038): about 94 units, sold on Amazon from February 2025 through June 2025 for $21-35, by a firm based in China. The remedy is a full refund.
The CPSC's hazard text for the costumes reads: "Button cell batteries can be accessed easily by children, posing a deadly ingestion hazard."
Two of the three warnings cover products sold on Amazon where the seller would not act:
- Reliancer Adult Portable Bed Rails: about 237 units, sold on Amazon.com from August 2023 through September 2026 for about $45. They violate the mandatory standard for adult portable bed rails, which covers entrapment and asphyxiation, structural stability, retention straps and warning labels. The CPSC says "Reliancer has not responded to CPSC requests to conduct a recall or offer a remedy."
- PowRyte Pressure Washers: sold on Amazon.com and eBay.com for $92-320. They have no Ground-Fault Circuit-Interrupter (GFCI) on or near the power plug, which creates a risk of electrocution and shock. One incident has been reported of a unit without a GFCI. The CPSC says Powell Works, Inc. of China "has not responded to requests for a recall."
Status: Confirmed. All five items above appear on cpsc.gov pages dated October 22, 2026.
Why it matters: The pattern is the same in all four cases: a China-based seller, a product sold on Amazon, and a mandatory federal standard the product failed. In the two warnings, the CPSC named the brand and the sales channel even without the seller's cooperation. The CPSC pages do not say whether Amazon has removed the listings, so we do not report that. The same day, Costway Convertible High Chairs (recall 27-040, about 3,332 units, sold at Walmart, Target and Costway.com, not Amazon) were recalled for failing the mandatory high chair standard.
Action items:
- If you sell toys with button cell batteries, open one unit from current stock and check that a child cannot open the battery compartment. Then confirm your test report covers that requirement.
- If you sell bed rails, high chairs or corded electrical products, confirm your test reports cover the mandatory standard for that product type before the holiday volume arrives.

2. Amazon Policy & Program Updates
FBA & Fulfillment
- New Selection Program enrollment: October 31, 2026. This is our first coverage of it. Under the New Selection Program (2026), sellers already enrolled are covered automatically for eligible branded, new-to-FBA ASINs launched July 30-October 31, 2026. After October 31, 2026, they must confirm enrollment to keep receiving benefits on newly listed ASINs. ASINs that qualified during the introductory window keep their benefits. The benefits:
- the referral fee is capped at 10% on the first 100 units and 5% on the next 100 units (or the existing rate, if lower)
- a $75 Vine credit and a $50 coupon credit
- 120 days of free storage, plus free returns processing and liquidation, on the first 200 units
To be eligible, a seller needs a Professional plan and a trailing six-month IPI score of 300 or higher. (PPC Land)
- Seller-set grading for FBA returns. Status: Reported. A Sellers Ask Sellers member posted Amazon's announcement on October 14, 2026: "You can now tell us how you want your Fulfillment by Amazon (FBA) customer returns evaluated for resale." Sellers can set criteria per ASIN, for the whole catalog, or by CSV upload, covering seal, packaging, accessories, authenticity and functionality. We could not open the Amazon page itself. (Sellers Ask Sellers)
Action items:
- If you launched branded FBA ASINs after July 30, 2026 or plan to launch more, check your IPI score and confirm enrollment in Seller Central before October 31, 2026.
- If you sell sealed or high-value items, write down your resale criteria for those ASINs first, then check a few returns afterwards to see whether they were applied.
3. False Alarms & Noise Filter
Claim: Amazon is reassigning some ASINs to different fee categories effective October 31, 2026.
Status: Monitoring. First logged October 19.
What we know: Nothing has changed. With eight days to go, there is still no Amazon announcement naming the categories or fee figures, and coverage still traces to agency write-ups. Check your Fee Preview report before acting. (Novadata)
4. Seller Community Pulse
- Recycled return tracking numbers. A Sellers Ask Sellers thread started October 9, 2026 had 8 replies by October 22. It reports Amazon reusing old return tracking numbers on orders that were never returned, and still debiting the seller for the refund. The original poster wrote: "We've had about 20 of the item in the last month alone." The latest update says it now shows up on other orders as well, "because the 4 day refund auto enforcement is automatically refunding these 4 days after the delivery date." These are seller reports, and Amazon has not confirmed them. (Sellers Ask Sellers)
