Amazon Seller Briefing: October 22, 2026
Amazon will require prepaid labels on US seller-fulfilled returns from December 18, 2026, with a 7-day deadline. CBP mail entry moved to January 20, 2027.
Good morning, sellers! Welcome to October 22, 2026's edition. Today: Amazon will reportedly require prepaid return labels on every US seller-fulfilled return from December 18, 2026, and CBP's international mail entry deadline that some guides still date to today has moved to January 20, 2027. Let's dive in…
Data gathered at 6:05 AM ET, October 22, 2026.
No new Seller Central fee or Amazon Ads change was verifiable this morning. The top story comes from an Amazon Services email to sellers that is not public. PPC Land quotes it directly, and it is labeled accordingly.
1. Top Story of the Day
Prepaid return labels become mandatory on US seller-fulfilled returns from December 18
What happened: PPC Land reported on October 19, 2026 that an Amazon Services email to sellers sets a new returns rule. The email has no visible send date. It reads: "Starting December 18, 2026, all US returns for seller-fulfilled orders (excluding heavy and bulky items) will require a prepaid return shipping label." Address-only labels, where the customer pays return postage, "will no longer meet the requirement, except temporarily for heavy and bulky items."
Within seven calendar days of a return request, the seller must either upload a prepaid label against the request in the Manage Seller-Fulfilled Returns workflow or issue a full refund without asking for the item back. If neither happens, "a returnless refund may be automatically issued and the balance deducted from your selling account." Amazon's stated reason is a "consistent process for your US and international returns." The rule covers US seller-fulfilled orders only. FBA orders are not affected. Novadata adds that labels sent through Buyer-Seller Messaging do not count.
Status: Reported. PPC Land quotes the email, but we could not open an Amazon page carrying the text.
What changed since yesterday: The October 21 edition said seller-fulfilled sellers could still offer a US return address, a prepaid label, or a full refund. From December 18, 2026, the address-only option goes away for everything except heavy and bulky items.
Why it matters: The timing collides with the holiday return window covered yesterday. Purchases made November 1-December 31, 2026 stay returnable until January 31, 2027, so the rule covers the last 44 days of that window, when holiday returns arrive. From then on, every return costs a label or a refund. A missed seven-day deadline means Amazon refunds the buyer and debits your account, and the item does not come back.
Action items:
- Pull your seller-fulfilled return rate and average label cost by SKU, so the cost of the new rule is a number before December 18, 2026.
- Assign someone to clear return requests inside seven calendar days through the holidays. The deadline counts from the request, not from delivery.
- Confirm your shipping software uploads labels into Manage Seller-Fulfilled Returns and does not just send them by message.

2. Compliance & Customs
- CBP Entry Type 13 moved to January 20, 2027. This is our first coverage of it. On October 14, 2026, U.S. Customs and Border Protection extended the compliance date for its new informal entry procedures for international mail from October 22, 2026 to January 20, 2027, a 90-day extension. From that date, Entry Type 13 is required for informal entry of international postal shipments that are subject to Section 201, 232 or 301 duties or fall under Partner Government Agency jurisdiction. Shipments in scope that are not filed that way must use formal entry. CBP encourages voluntary use during the transition. (CBP bulletin)
Action items:
- If you import by international mail, tell your broker the mandatory date is January 20, 2027 and ask whether they will file Entry Type 13 voluntarily before then.
3. False Alarms & Noise Filter
Claim: CBP's new postal entry requirements for PGA-regulated mail shipments take effect October 22, 2026.
Status: Debunked.
What we know: CBP moved that compliance date to January 20, 2027 on October 14, 2026. Guides written before then still show today's date. (CBP bulletin)
Claim: Amazon is reassigning some ASINs to different fee categories effective October 31, 2026.
Status: Monitoring. First logged October 19.
What we know: Nothing has changed. No Amazon announcement naming categories or fee figures has surfaced, and coverage still traces to agency write-ups. A Seller Forums thread that turns up in searches is a seller's post from December 2024-February 2025, not an Amazon notice. Check your Fee Preview report before acting. (Novadata)
4. International & Cross-Border
- India: Amazon India said seller sales in the first week of the Great Indian Festival 2026 grew "up to 3.5x compared to business-as-usual." New sellers recorded "over 2.5x growth in units sold," and the number of small and medium businesses crossing ₹10 lakh in sales grew "over 350%." Seller participation rose "nearly 30% year-on-year," and over 70% of participating businesses came from Tier 2 and Tier 3 cities. Amazon ran zero referral fees on products priced below ₹1,000. Read "up to 3.5x" as a ceiling, not an average. It is also measured against Amazon's own baseline. Novadata dates the release October 21, 2026. (About Amazon India)
5. Seller Community Pulse
- The prepaid-label rule is the week's main thread. A Sellers Ask Sellers thread started October 19, 2026 had 21 replies when we read it. Sellers worry that the label can cost as much as the refund on cheap items: "Sometimes the price of the label eats up the whole refund." Others point to the timing: "This goes into effect December 18–just in time for all the extended holiday returns." Some ask whether label costs can still be deducted on buyer-fault returns, and one notes "the announcement doesn't make this clear." Handmade sellers say Amazon does not currently supply prepaid labels in their category. This is seller discussion, not Amazon guidance. (Sellers Ask Sellers)
