Amazon Seller Briefing: October 21, 2026
Amazon reportedly makes its holiday return window annual: November 1-December 31 buys returnable to January 31, 2027. FBA minimal-splits deadline is today.
Good morning, sellers! Welcome to October 21, 2026's edition. Today: Amazon has reportedly made its January 31 holiday return deadline a permanent annual rule, and the FBA minimal-splits inbound deadline for Black Friday Week and Cyber Monday is today. Let's dive in…
Data gathered at 6:05 AM ET, October 21, 2026.
No new Seller Central fee or Amazon Ads change was verifiable this morning. The Seller Central news page requires a login, so the top story below comes from PPC Land's account of Amazon's post, which quotes it directly. We did not open the post itself, and it is labeled accordingly.
1. Top Story of the Day
Amazon makes its January 31 holiday return deadline a standing annual rule
What happened: PPC Land reported on October 20, 2026 that an Amazon Seller News post dated October 16, 2026 extends the holiday return window again. Items purchased November 1-December 31, 2026 can be returned until January 31, 2027. Apple-brand products must be back by January 15, 2027. The post says the window "automatically applies to all items that you sell on Amazon.com, regardless of whether you use Fulfillment by Amazon (FBA) or Merchant (FBM)." The new part is this line: "This policy will apply every year." Amazon announced the same dates as a one-season extension on October 14, 2025.
Status: Reported. PPC Land quotes the Amazon post, but the post sits behind a Seller Central login and we could not open it.
Why it matters: The dates match last year, so this season's exposure is unchanged. What changes is planning. Sellers can now build the extended window into every future Q4 model instead of waiting for an October announcement. A unit bought on November 1 stays returnable for 91 days. Returns can keep arriving until January 31, 2027, 17 days after FBA holiday peak fulfillment fees end on January 14, 2027. A December sale only counts as final once the window closes. For seller-fulfilled orders, PPC Land notes that sellers must still offer a US return address, a prepaid return label, or a full refund without asking for the item back.
Action items:
- Hold back a returns reserve for November and December sales until January 31, 2027, rather than booking them as final in early January.
- If you ship your own orders, confirm your return address and prepaid-label settings in Seller Central before November 1, 2026.
- Write the window into your standing Q4 plan, since Amazon says it will now repeat every year.

2. Amazon Policy & Program Updates
FBA & Fulfillment
- Today is the minimal-splits deadline. Amazon's Holiday 2026 post on the Seller Forums sets October 21, 2026 as the Black Friday Week and Cyber Monday inbound deadline for FBA shipments with minimal shipment splits selected. Shipments using Amazon-optimized shipment splits have until October 28, 2026, seven days from now. The AWD deadline was October 14, and BFCM deal submission closed October 20. These dates were first listed in September. The only change is that the first FBA deadline is today. (Amazon Seller Forums)
Compliance & Customs
- CBP proposes new rules for low-value shipments. This is the first time we have covered it. U.S. Customs and Border Protection published a notice of proposed rulemaking, Low-Value Shipments (RIN 1685-AA38, docket USCBP-2026-0298), in the Federal Register on October 8, 2026. The proposal would:
- change filing requirements for informal entries of goods valued at $2,500 or less
- create a new electronic informal mail entry, Entry Type 13
- add a data element for carriers on mail shipments
- require a basic importation and entry bond for certain informal entries
It is a proposal, not a final rule. Comments are due within 60 days of publication, which puts the deadline at December 7, 2026, through regulations.gov. (Federal Register)
Action items:
- If you import small consignments directly, ask your broker whether the proposed bond requirement would apply to your entries.
- Decide by December 7, 2026 whether to comment, alone or through a trade association.
3. False Alarms & Noise Filter
Claim: Amazon is reassigning some ASINs to different fee categories effective October 31, 2026.
Status: Monitoring. First logged October 19.
What we know: Nothing has changed since yesterday. No Amazon announcement naming the categories or fee figures has surfaced, and coverage still traces to agency write-ups. Check your Fee Preview report before acting. (Novadata)
Claim: Amazon wants FBA inventory in by October 26.
Status: Debunked.
What we know: That date comes from a Sellercloud article published October 5, 2023 about the 2023 season. The 2026 deadlines are October 21 for minimal splits and October 28 for Amazon-optimized splits, as set out in Amazon's Holiday 2026 forum post. (Sellercloud)
4. International & Cross-Border
- Germany: On October 20, 2026, Amazon announced a planned €16 billion ($18 billion) investment in Germany in 2027. The logistics share covers modernizing fulfillment centers in Bad Hersfeld, Dortmund and Werne, finishing by 2027, and in Koblenz, Pforzheim and Rheinberg, running through 2028. It also covers new centers in Zweibrücken and Könnern, which Amazon says will create over 3,000 jobs. Another €4.8 billion goes to the AWS Europe (Frankfurt) Region. The announcement does not mention third-party sellers, fees or inbound capacity, so for sellers storing FBA inventory in Germany it is context, not a change to plan around yet. (Amazon)
- Business Hour Delivery Rate, EU scope: First covered in September for the US, UK and Germany. Amazon's SP-API changelog lists the requirement for Germany, France, Italy and Spain. From October 30, 2026, nine days from now, non-compliant listings below 90% may be deactivated for business customers. Seller-fulfilled sellers with business-customer orders in France, Italy or Spain should check the metric this week. (Amazon SP-API changelog)
5. Key Metrics Snapshot
- Amazon US seasonal hiring: Amazon announced 300,000+ seasonal, part-time and full-time roles across US operations on October 20, 2026. Seasonal pay averages $20 an hour, and the full-time average is nearly $24 an hour. Seasonal staff working 30 or more hours a week get healthcare access from January 1, 2027. The announcement says nothing about sellers or delivery capacity. (Amazon)
