Good morning, sellers! Welcome to September 28, 2026's edition. Today: UPS and FedEx peak surcharges go live a day apart and oversize carries the weight, Amazon Business Deals opens a B2B lane with a free-visibility window that expires, and the Business Hour Delivery Rate starts counting Wednesday. Let's dive in…

Data gathered at 6:05 AM ET, September 28, 2026.

1. Top Story of the Day

UPS and FedEx peak surcharges are live, and oversize is the number to model

What happened: UPS domestic demand surcharges began September 27, 2026; FedEx's begin today, September 28, 2026. First tier at UPS, through November 21: Additional Handling $8.75, Large Package $96.25, Over Maximum Limits $530 per package. FedEx, through November 22: Additional Handling $8.80, Oversize $95.75, Ground Unauthorized Package $535.

A second tier covers the Black Friday and Cyber Monday shipping window — UPS November 22 to December 26 at $11.90, $117.50 and $590 on the same three lines; FedEx November 23 to December 27 at $11.85, $117.25 and $595. Both then revert to first-tier rates, UPS to January 16, 2027 and FedEx to January 17, 2027.

Why it matters: The increases are not proportional, so a blended assumption misprices you. Oversize rises $21.50 per package at FedEx and $21.25 at UPS — 22.5% and 22.1%. Additional Handling rises 34.7% at FedEx and 36.0% at UPS. The steepest move is at the bottom of the range: FedEx Ground Economy goes $2.55 to $4.05, up 58.8%.

Expert take: Set the surcharge against the FBA peak fee and the gap is the argument. FBA holiday peak fulfillment fees begin October 15, 2026, averaging $0.32 per unit in the US. The FedEx Oversize surcharge alone, at $95.75, equals the FBA peak surcharge on 299 units; Additional Handling at $8.80 equals it on 27. That is one surcharge line against another, not a full cost comparison — but if you self-fulfill anything tripping Oversize or Large Package, your peak penalty is denominated in hundreds of units of FBA volume.

2. False Alarms & Noise Filter

Claim: Amazon has just launched Seller Challenge, a new route to dispute listing enforcement after a failed appeal.

Status: Debunked.

What we know: The feature is real; the timing is not. Amazon rolled it out on September 29, 2025, and it resurfaced in coverage this week with no new announcement behind it. Terms are unchanged: up to three listing enforcement disputes per 180 days after the standard appeal fails, with a 48-hour turnaround Amazon calls a target, not a guarantee. A token returns immediately if the enforcement is overturned, and is consumed for the full 180 days if upheld. Scope is listing-level only — ASIN suppressions and product-page removals, not account suspensions or funds holds. Eligibility binds hardest: only sellers in Account Health Assurance in the US and Canada see it at all. (EcomCrew)

3. Marketplace Opportunities & Threats

Amazon Business Deals carries a 15% event floor and a dated free-visibility window

Setup: Amazon published its seller-facing announcement for Amazon Business Deals on September 23, 2026, after the feature went live to third-party sellers on August 31, 2026. Sellers run business-only discounts from one hour to 30 days, Fixed Price or Percent Off, across ten countries — the US, Canada, UK, Germany, France, Italy, Spain, Japan, Mexico and Australia. India is excluded, and there are no added fees.

Math: The minimum discount is 10% for a regular Business Deal and 15% for a High Velocity Event — Amazon's term for Prime Big Deal Days, Black Friday and Cyber Monday. Reach is more than 11 million registered business organizations globally, and participating deals get extra email and push-notification visibility at those events free until December 31, 2026.

Who this fits: Sellers with a Business Price already on the ASIN; the deal cannot be created without one. Products must be new, 3.5 stars or better.

Window: Prime Big Deal Days runs October 6-7, 2026; the 15% floor applies there.

Execute: Set the Business Price first; that is the gate. Then model the two discounts separately — the 15% event minimum floors the business price, not your consumer price, and conflating them overstates the concession you make. Treat the free visibility as introductory: Amazon dated it to December 31, 2026 and published no price for what follows, putting an unpriced renewal in Q1 planning.

4. Compliance & Account Health Alerts

The Business Hour Delivery Rate starts counting Wednesday

The Business Hour Delivery Rate takes effect September 30, 2026 in the US, UK and Germany: at least 90% of seller-fulfilled Amazon Business orders to commercial addresses must arrive inside the buyer's operating hours, on a rolling 14-day window. FBA and standard retail offers are unaffected.

The rolling window is the operational detail — a bad week sits in the measurement 14 days and then leaves, so the metric breaks and recovers faster than a monthly one. Sellers below 90% get a notification and recommendations first; if the rate has not improved by October 30, 2026, seller-fulfilled offers may be deactivated for Amazon Business customers. That date falls four days after the FedEx residential surcharges begin, so remediation overlaps the calendar's most expensive stretch. (EcomCrew, September 24, 2026)
