1. Top Story of the Day
Amazon blocked Meta's Muse agent from shopping on Amazon.com on Sunday night
What happened: Amazon began blocking Meta's Muse personal AI agent from shopping on Amazon.com on the night of September 20, 2026 — twelve days after Meta launched Muse in the US on September 8, 2026. Shoppers who tried to buy through Muse saw a message: "Continued access by an unauthorized AI agent violates Amazon's Conditions of Use, to which our customers have agreed." Amazon's reasons: Meta did not tell it Muse would access the store, the agent does not identify itself while browsing, and it "appears to capture and store customer credentials." Meta answered that "Muse has no visibility into people's passwords or payment methods."
Why it matters: Amazon's advertising business took in more than $68 billion last year, built on shoppers loading pages and seeing sponsored placements. An agent that buys without rendering the detail page removes the ad impression, the sponsored click and the listing copy you pay to optimize. Amazon is drawing a line — AI that refers a shopper to Amazon is welcome, AI that operates inside the store is not.
Expert take: Read this as a decision about where your traffic comes from, because the rest of retail went the other way. Walmart, Target, Best Buy, Home Depot, Macy's and Etsy have integrated with AI shopping platforms including ChatGPT Shopping, Perplexity and Microsoft Copilot. Amazon and eBay are blocking — eBay changed its user agreement in February 2026 to bar unauthorized third-party chatbots and buy-for-me agents. So agentic demand reaches an Amazon listing only as a referral into a rendered page, and the page copy is what an assistant reads before it routes anyone there.
Amazon's legal footing is weaker than the block implies. It sued Perplexity over the Comet browser in November 2025 and won a preliminary injunction in March 2026, but the Ninth Circuit vacated it on August 4, 2026, reasoning that the user, not Perplexity, accessed Amazon's computers. Conditions of Use enforcement is what Amazon has left, and it works only while agents stay distinguishable from people.
Action items:
- Confirm any repricer or automation you run identifies itself and attempts no checkout action on Amazon.com.
- Write detail-page copy that answers a question cleanly — referral-stage assistants read the page before they send a shopper to it.

2. Compliance & Account Health Alerts
CBP's Entry Type 13 mail test opens in production today
CBP deploys the Entry Type 13 test to the ACE production environment today, September 22, 2026. It is a voluntary electronic filing route for mail shipments valued at $2,500 or less, covering HTSUS classification, origin, value, duty calculation and bond information, noticed in the Federal Register June 24, 2026. It matters because the $800 de minimis exemption no longer applies to any country of origin — mail-channel imports that once cleared duty-free now need a real data submission. (Federal Register)
Update: the Form 5106 crackdown has a second deadline in late November
This publication covered CBP's Form 5106 enforcement on September 14, and it took effect September 18, 2026 as reported. What is new: it flows from Executive Order 14411, Strengthening Customs Enforcement, signed June 3, 2026, whose deadlines run out to 180 days for a full overhaul of importer eligibility — putting that in late November 2026.
Three requirements catch sellers: the Importer of Record address must be the actual business location, the email and phone must belong to the IOR rather than the broker, and the broker must hold a Power of Attorney executed directly with the IOR. A voided IOR number stops freight at the border, and the repair window does not fit inside Q4. (EcomCrew)
3. False Alarms & Noise Filter
Claim: Amazon makes the new Seller Central permanent on September 24, 2026, removing the Classic toggle.
Status: Unverified.
What we know: The September 24 date appears only in secondary aggregator coverage carrying no citation; no Seller Central or Seller Forums post stating it could be found. What is documented is narrower — the new Seller Central has reached sellers as the default in phases, and since June 3, 2026 a seller defaulted into it after registration can no longer opt out. Do not rebuild workflows this week on an uncited date. (Novadata)
4. International & Cross-Border
Brussels is asking Amazon sellers whether cheaper prices elsewhere cost them visibility
The European Commission has opened early-stage inquiries under the Digital Markets Act into whether Amazon imposes price-parity restrictions on third-party sellers, asking businesses whether Amazon's systems cut a product's visibility when the seller prices lower on another channel. Bloomberg reported the questionnaires on September 18, 2026. The DMA bars gatekeepers from parity requirements that stop businesses offering better terms elsewhere, and the Commission has said the prohibition reaches measures of equivalent effect, including de-listing an offer. Amazon says it complies. No formal investigation is open.
If you sell in the EU and price lower on your own site, start keeping dated evidence of Buy Box and search position against your off-Amazon price. (channelnews)
